My Beer Has White Clumps On Top

I have made a batch of Better Brew Export Lager, Let it ferment for about 12 days at 22C (Until the hydrometer reading was the same for 2 days)

Its been in the secondary with a air lock for about 4 weeks now (Shed is at 20.5C) I have just noticed that there are little white clumps floating on the top any ideas?

When you described the problem it sounded like floating yeast to me, but looking at the picture I am not sure. Are the big white spots floating or are they spots on the carboy?
 
It's just yeast rafts.....You're fine. The top of our beer is hardly ever clear. Looks to me like you used a clumpy yeast instead of a creamy forming yeast, so you have a lot of loose specks of yeast that are easily kicked up by co2....
