More likely with only three weeks in the bottle...there simply not gaining enough carbonation yet.

Tuck them away for 2-3 more weeks at 70 degrees and try again.

When I pop one open after 1 week just to check for carbonation it was great about 1-1 1/2 inch head and sounded great when I pop the top, but as time goes on less head and sound during opening?

Carbonation can only increase with time. Bottles (if properly capped) don't lose carbonation.

Sounds like maybe you just have inconsistent carbonation from one bottle to the next. One of two causes:

  1. You didn't mix the priming sugar well enough into the bottling bucket.
  2. The beer is simply too young to get full/consistent carbonation in each bottle.

I still am betting on option #2.

The first batch I did not stir the priming sugar at all I let the beer swirling during the transfer take care of the mixing maybe it wasnt enough.
