Is this normal?

I made this cyser almost two weeks ago. I assume it is just clarifying. Just thought is was odd that it is clear on just the top inch or so.

Hi Zachjkd and welcome. I think you will find that the cyser (or the cider) clears from the top down and does not clear as if clearing is a phase change. - In other words, gravity allows the particles to drop out of solution and you see the cider (or cyser) clear from the top down. Perfectly normal.
