Is my yeast starter ruined?

Does this look like mold growth to you guys, or am I okay? It smells fine.
 
To me it appears that when you decanted the majority of the wort the reduced pressure on what was left burped a little CO2, carrying some yeast to the surface with it. Sniff test, taste test, brew if OK.

I ended up brewing with it and it turned out great, no issues! This was WLP004 and it had spent some time in the fridge.
