Is beer carbonated or not?

OK, just took a pour from keg and beer pours a bit of foam, but then does settle into a nice head. Problem is, I don't see any carbonation bubbles coming up and I'm not sure I taste any significant carbonation. Lines are around 5 ft. Forced carbed at 30psi for 24 hours, then let it sit at 9psi for the last 4 days.

Should i leave it longer or did I do something wrong. By the way, it's a pumpkin
ale and there are no co2 leaks.

I am just starting out with kegs but what I was told 22-25 lbs for 3 days then back the pressure off. I have not tried it yet because waiting for a back-ordered valve but this is the method I will be following.

Sounds to me like not enough of the CO2 has absorbed into your beer yet.

It's probably not fully carbed yet, but should be very close. Unfortunately, what's happening here is that the lines are too short, so the co2 that is in the beer is getting knocked out of suspension on the way to the glass. That's why you have a lot of foam, but seemingly flat beer in the glass.

There is a super easy fix- change the beer line to 10-12' and it'll be perfect.

ok, so until I get the longer line, how much more time at around 10 psi?
 
Long"ish"(7ft works for me, but so does my other line at 14ft) lines, chilled keg, lines, shanks, inner part of the tap at 43-36 deg and NOT over carbed beer = nice pours

That is what worked for me.. I over carbed my first keg, under cooled it and had nothing but foam, and later flat beer in a glass.

Keg chilled to 34 deg f, 30 psi for 18~24 hours, purged keg, serving pressure of 12 psi set.. , wait 3 days = perfectly carbed beer for me and great pours with just a nice 1/4 head.. This works from both my taps.. one is a 7 ft line, the other a 14'11" line.. Longer one pours slower (pint glass in 20 sec) and has less head. Shorter line fills pint glass in 10 sec or so, and a little more foam.

Carbing pressure (other then "burst" carbing if you try that) should be the same as serving pressure

So if you like the Vol of CO2 10 PSI at your serving temp gives you in a glass of beer... then you serve it at that pressure as well.

What temp are you serving at? ( What is the temp of the keg?)

Thermoter in fridge is 41 degrees.

Changing line to 10' today!! This is getting a bit frustrating. Now at 24 hours 30 psi followed by 6 days at 10 psi, and still waiting for decent carbonation. Is this normal or am I just impatient?

If I'm in huge hurry, I'll set mine at 30 psi for 24-36 hours (for a warm keg going into the kegerator), and then purge and reset to 12 psi. By day 3, it's carbed pretty well. So I think that you probably have more carb than you think you do, but it's getting lost in the foam.
