Is 40 degress F cold enough to lager?

I've built a fermentation chamber with an old dorm size fridge and insulation board. With the thermostat maxed out, the lowest I can get it is 40F. Is that cold enough to lager? I'm an extract with grains brewer and not looking for perfection, just reasonable good beer.

I'd just like my lagers to be as good as Budweiser.

PS. I am ABSOLUTELY kidding about the Budweiser thing.
 
Yeah, that's basically the highest temp you want to go. I usually shoot for about 30 degrees.
