IPA without aroma

Why would an IPA not have a hoppy aroma. I even dry hopped it, but very little hop smell and taste.

What needs to be done to get the hop flavor and smell. I am all grain brewing by the way.

Serving too cold will mute the aroma too. Mass marketing has convinced so many people that beer needs to be ice cold. You have been brainwashed.
 
What kind of hops did you use to dryhop, and how much did you use into how much beer?

I find that with 5gal batches fermented in buckets, I need to throw 1-2oz of aromatic hops in for dryhopping to get a very subtle APA-like aroma. For an IPA I go with at least 4oz, and it works quite well for me.

Type of hops?
How many?
At what points did you add them?
Did you bottle or keg?
What was your bottling/kegging process, step by step?
What was your recipe?

There are many factors here that could affect it. Need to know more.
