Infected or just residual yeast?

This is my first time experiencing something like this done about 10 brews never had this after 2.5 weeks of fermentation. Brewer an IPA using London Ale III yeast. Pitch temp was a little high 95, but within 12 hours it was sitting at 62. Came to about 68 and started chugging away after about 48hrs. Went to dry hop today and noticed this. Beer smells like beer, taste like beer, so assuming it is beer. I don't notice any off flavors but my palate may not be refined enough. Just wondering if this is normal or something to be worried about?
 
You can sanitize a glass mason jar and stainless spoon, skim that off and have another pitch of yeast ;)
 
95!? Holy crap! Yeast jacuzzi! Haha ya it looks fine. And Siberian's idea isn't half bad. Skim it and step that yeast up!
