It's possible to build structurally, and seismically sound stilt structures. Wood & steel stilts will flex with seismic activity, a stack of cinder blocks will not. Also, there appears to be no bracing to prevent parallelogram collapse.I've seen setups like that, but none as tall as that one. Drive down a road that follows close to a major river and you'll see some of those "river rat" stilt houses. Usually with one or two junky trucks parked underneath.
