I've seen setups like that, but none as tall as that one. Drive down a road that follows close to a major river and you'll see some of those "river rat" stilt houses. Usually with one or two junky trucks parked underneath.

Probably in an area with lax code enforcement. I've seen some along the Mississippi River in MO and IL. Not far from the New Madrid fault. :eek:

It's possible to build structurally, and seismically sound stilt structures. Wood & steel stilts will flex with seismic activity, a stack of cinder blocks will not. Also, there appears to be no bracing to prevent parallelogram collapse.
