Hop question

Hello, just started trying to create my own recipes and I don't know what happened to this batch but it has a slight vegetative smell and taste almost like you stuck your nose in a big bag of hop pellets (Not a hoppy IPA smell). This was the hop schedule for 60 min boil

80 min First wort hop .70 oz of Magnum
5 mins 1 oz of cascade
flame out whirlpool 1 oz cascade for 15 mins
SG was 1.060

are the proportions out of wack? from other recipes I've seen it looked ok. I'm using Beersmith but I think it will only tell you what the suggested range is? If im wrong someone correct me.
I had the hops stored in a ziplock in the freezer, could this have done something?

I don't see anything wrong with the hops or your procedure. It's possible it is just young still and it could clear up after a while. Check out this link for a description of some off-flavors:
