honey malt as steeping grain?

I am brewing an American Wheat either today or tomorrow, and I would like to use a bit of honey malt. Can honey malt be steeped or does it have to be mashed with other grains? I also don't want the honey malt to be overpowering, so I was thinking of sticking with 1/4 lb. Should I use more/less?

I am basing the recipe of Biermucher's Litehaus wheat. I converted it in beersmith and the recipe it gave me was as follows:

5.5 lbs of Wheat DME
.25 lb C20

Should I just throw in the honey malt along with the C20, or substitute the honey for the c20?
 
You can steep only malt. If you're only using .25 pound, I'd add it to the crystal. If you want a pronounced honey flavor, you could increase that to .5 pound.
