I brewed a belgian dubbel two days ago and the OG was supposed to be around 1.070-1.075, but ended up just under 1.090! I used 1 vial of Whitelabs Trappist yeast which is supposed to be good up to 1.070. Should I add another vial of yeast, and if so when (I have a lively fermentation now, 1 bubble/sec roughly)?

Don't bother if the beer is already fermenting. For the future though, it's always good to make a starter if the gravity is going to be over 1.060. You will improve the quality of your beer just by doing starters.

Leave it, the yeast have already reproduced (if you aerated properly) to the required numbers needed to ferment your beer. You may have some esters that you wouldn't have had if you'd pitched the proper amount of yeast, but in a Belgian that may not be a bad thing.
