Help with Foam

Hey, I keezer type set up. Currently I'm running a 5' run of 3/16" clear vinyl beer line to a picnic style faucet. The keezer keeps the beer in the 40-45F range. I've tried running the pressure at various spots between 9 and 14 psi. I've tried numerous calculators, and I cannot for the life of me pour a glass that isn't 3/4 or more foam. Anyone have any ideas?

I thought it might be because I placed the keg valves on the wrong dip tubes into the keg (if that makes sense), but the system is still air tight. So although I'm going to need a hammer to break the black tap off of the air valve, I figured it would still work right. Maybe not?

Any help or tips from anyone that's experienced a similar problem would be much appreciated.

To make sure i understand you right, you have the air in valve on the long dip tube so even though you are drawing from the bottom of the keg, you have a lot of foam?
2 things: if you dont open your picnic taps all the way, they pretty much just shoot foam (think putting your thumb over the end of a garden hose).
Also, since the tap doesnt fit right, you could be siphoning air in when you dispense and causing it to aerate.
Get it put back together right will probably fix the problem
 
Thanks Skye, I fixed the problem. I think my biggest issue was not opening up the picnic tap all the way.
