heating element question

So, I bought two Rheem SP10868GLs for a 120v ebiab project and noticed this plastic like coating near the base of the element.

I know others have used these elements in electric builds but I can't seem to find anyone mentioning anything about this.

Anyone know what this is?

I cut them off flush

It's part of Rheem's "resistored" design. Supposed to help reduce galvanic action that corrodes the element base and/or hot water tank. I have left mine alone and it hasn't caused any problems.
