If you cut your Extract kid recipes in 1/2 to only brew 24 bottles ,do boil times have to be cut in 1/2 too?

No. The point of the boil is for the hops, to extract bitterness out of them. They still should have a 60 minute boil.

Just like when you make, say, pasta, you still boil the pasta for 10 minutes whether you're making a pound or 1/4 pound.
