Just bottled my first brew and saw this half inch layer of gunk at the bottom. Is this just from the yeast, and is it safe to wash down the drain?

Not only is it normal, and safe to wash down the drain, but I see 10+ batches worth of yeast. Look up yeast washing threads before you toss it!

Yes that is just yeast. It multiplies when it is working and that is why there is so much compared to how much you put in. That is safe to pour down the drain. Incase your fermenter got alot of smell and staining remaining in it: An oxyclean soak is great for cleaning that out.
 
If you have a garden or flowerbed throw it on them and mix it in the dirt.
 
Yep, just yeast and break material and whatever other solids fell out of your beer. Perfectly drain (and septic) safe. I would add some water, swirl and dump in the toilet just for the sake of ease if I were to dump it. Eventually you may start washing it for yeast reuse.
 
Look up yeast washing. It is a a bit more work but a huge money saver when you consider the price of liquid yeast.
