Going to brew tomorrow...Need some advice

Going to be brewing Ballast Point"s Calico Amber ale tomorrow, Here the linkhttps://www.homebrewtalk.com/f12/can-you-brew-recipe-ballast-point-calico-amber-175381/

my first question is of the boil time. I've scaled the recipe down to a 3.5gallon batch. Do i still need to do a 90 minute boil? my guess yes but i just want to be sure.

my second question is about a starter. I havent done one yet because i figured at 3.5g's i should be fine pitching a whole smack pack. I couldn't get the wlp007 or 1056 or even us05 so i settled with denny fav. i've heard good things on the strain. Is it going to come out any close in flavor to the other?:mug:
 
I don't see any need to boil this recipe for 90 minutes. 60 minutes is fine.

I love the Denny's Favorite strain, so I think that will work out fine.
