First time citrus peel vodka tincture question

Hello fellow brewers! I brewed the Northern Brewer all grain tangerine pale ale a week ago and am letting it sit for another 2 weeks or so in primary before transferring to a secondary. My question is this calls for 2 oz tangerine peels soaked in 4 oz vodka for 2-3 days. This is for a 5 gallon batch. So here's my question is 2-3 days of soaking in vodka going to be long enough to make a good tincture? Some videos on youtube show soaking herbs for 3 weeks and such. Also once I move to secondary should I toss in the vodka and tangerine peels and rack on top of that?

Doing that brew myself right now. Great question(s). Was also wondering if anyone has tried this and if they recommend the tangerine for 1 week or 2??
 
I don't know about the tangerine part, but there is no reason at all to transfer it to a secondary (or to leave it in primary once fermentation is complete, which it probably is). Toss everything into your primary vessel, then rack to keg or bottling bucket.
