First batch and I think I have to dump it. Please help

Trying to make a brewers best continental pilsner, and it has not fermenting. I actually pitched yeast waited 3 days. Pitched another packet of yeast and I'm waiting for something to happen. It's been 2 days and My reading is at 1.046 and is stuck there. Any suggestions??? Please help.
 
Wort is at 60/61. I used what came in the pack the first time. Then I bought a s-04? I don't remember. My home brew store pointed to this one to use.
 
Don't dump anything yet!

Try bringing the temperature up to 70 somehow and "rocking the baby" a little bit. Tilt the carboy on its side and gently swish back and forth to stir some of the yeast up.

60 degrees is on the low end for ale yeast so it's no surprise it's taking a little longer to get going. You need to try to do what you can to get that up to 65 degrees, preferably 68.
 
In the directions is said to leave it at 60. So I can go up to 70? And keep it there until I see no more bubbles in my airlick?
 
Fermentis recommend rehydrating SO4 at 80 degrees and if not rehydrating pitch into wort not less than 68 degrees. 60-61 might be a little chilly.

Warm up the beer a little-
rehydration instructions
Sprinkle the yeast in minimum 10 times its weight of sterile water or wort at 27°C ± 3°C (80°F ± 6°F). Leave to rest 15 to 30 minutes.
Gently stir for 30 minutes, and pitch the resultant cream into the fermentation vessel.
Alternatively, pitch the yeast directly in the fermentation vessel providing the temperature of the wort is above 20°C (68°F). Progressively sprinkle
the dry yeast into the wort ensuring the yeast covers all the surface of wort available in order to avoid clumps. Leave for 30 minutes, then mix the
wort using aeration or by wort addition.

I agree with the received responses..60 degrees is a bit cool for S-04. Keep it at or slightly above that 68 degree mark, and you should see some activity. Whatever you do, don't dump it. Good Luck!

Consistent gravity readings. That will be several days from now, but your best bet is to wait probably two weeks.

Did you end up warming it up? If not, leave it cool until it starts slowing down and then start to let it warm up by moving it to a warmer area.
