If i have a thirty gal. fermentation tank can i use that to ferment a 12 gal. batch . would this cause any problems.

No unless you left it in there long after fermentation/krausen drop as it may oxidize quicker, but generally it will work fine.

You certainly would not need a blow off tube!!!!

Yes that would work well as long as you don't leave the beer in there for a long time after fermentation has finished. Oxidation would be the concern then.
