I would like to brew this beer I do 3.5 gallon batches.
My question is would you pitch a the full pakage of Notty??
 
It depends on the gravity of the batch. More than likely, though, you'll be over pitching, and will get a bit less yeast flavor. It's not a huge deal though, no.
 
Actually, afr0byte is correct. Here is a screenshot from the pitching rate calculator. You only need half of the 11 g packet.

You would get less yeast flavor over pitching?

Yes, forcing them to grow a bit will also cause them to output more growth byproducts that add to the flavor (esters and such). Also, over pitching would probably make it a little bit more difficult to get your beer clear.
