Does this Imperial Stout have enough bittering

Brewed this last week... Did I use enough hops/boil them long enough in this recipe? I put this into brewtarget and it's saying this will be too malty.

5G batch

mash @ 150F 90 minutes:
8 lb pale malt
1.5 lb flaked barley
1 lb honey malt
12 oz roasted barley
8 oz special B
6 oz chocolate malt
4 oz carapils

- Add 3 lb DME when boiling

Boil 60 min:
1 oz Willamette (5% AA) for 60
1 oz Willamette for 30
0.5 oz Willamette for 21
0.5 oz Willamette for 14
- add 3 lb DME for 10 min
0.5 oz Willamette for 7
0.5 oz Willamette at flameout
- add 12 oz lactose at flameout
 
The OG reading was 1.100. The IBUs should be around 25... but that should definitely be higher, closer to 60-80 range right?

Wow, that's really a high OG and a low IBU (as you know). It probably will be very sweet as a result. The lactose will enhance the perception of sweetness as well.
 
If it's way too sweet, you could either make a more bitter beer and blend the two, or you can also purchase "iso-alpha hop extract" which is essentially the bittering component of boiled hops in extract form (not like other hop extracts). This can be dissolved in a little vodka and added directly to the keg- dosing instructions should come with the extract.
 
Well, I'm just going to make a hop tea with 2-3 more oz of Willamette and pop that into the secondary right before I rack the beer from primary to secondary next week.
