Do flaked malted oats have any diastatic power?

Yeah thats the question.
I am asking cause i am an 50% special malts at one recipe and wanna add some flaked malted oats there. So there are two ways. Either i reduce the Base Malt by another 10 % ( if the flaked malted oats would have diastatic power) or reduce special malt so i keep the 50% Base malt which is a must to have enough diastatic malt that can convert the other 50% Special plus itself.
 
I do not believe there is such thing as "flaked malted oats." There are flaked oats which is essentially plain oatmeal from the grocery store and then there is malted oats. I am also fairly certain neither of those products have diastatic power. Id be a little wary of 50% base 50% specialty in most beers but since you didn't say a style maybe it could work?
 
Most special malts don't need converting. Flaked anything has no diastatic power. Malted oats are self converting and have an almost completely intact husk after milling.
Adjuncts on the other hand need a high DP malt to convert. Ya know, rice, corn , ect. I use pilsner malt because it's DP is the highest I can get from Proximity Malt.
