Could my fermentation be stuck and is there something I can do

So brewing on my grainfather about 10 batches in. I brewed a stout hit my OG at 1.090 but after a week in the carboy and everything seem to slow down very little activity now I took a reading and my gravity is 1.028 I used white labs 007 pitched 2 packets did I use enough yeast to get this high of reading
 
I show that as 69% attenuation which is very close to the lowest of its expected range. At one week in the fermenter the yeast won't be done with this big of a beer yet. Check it next weekend. 2 packets should have been enough provided that you aerated the wort before pitching.
