Not much, the effect would not be noticeable by taste or measurable unless you have access to a HPLC or mass spec. Unsweetened cocoa power has a low fermentable sugar content.
 
I was wondering if it would give a false hydrometer reading, like maybe it made the wort more buoyant. I had an o.g. on my brew today, that exceeded my target by 11 points
 
I brewed a 10 liter batch of chocolate stout in November with equivalent of 9.5 ounces of cocoa powder for a 5-gal batch. I've never seen it affect my OG and hit my target OG for the base stout recipe.
 
If you mix it properly, it will make the liquid more dense, but 8 ozs in 5 gallons should be almost un-noticeable. It is not going to explain 11 points ... maybe 1 point.
