I am trying to find a place that does CO2 refills in my area. Tractor supply has a CO2 mix for welding. Is that the same? Forgive my ignorance, I just bought the Kegging kit and I am on the road now.

You do not want a mix unless you're going for what some call "beergas" which is a mix of CO2 and N2. Some welding mixes have gases like Argon in them. Just stick with old fashioned 100% CO2 and you'll be fine.
 
Try a beer distributor, the distributor down the street does exchanges for me. Or a place that sells kegs to pubs etc should know where you can go.
 
Thanks for the help. I ended going to a fire safety place where they sell fire extinguishers.
