I did all my research and think I found that others think this could be campten tab leftovers, but I don't know. I have racked this 3 times. The last time I noticed the film on top and decided to rerack to check and remove headspace to see if I could clear it up, I added a bottle of homemade wine from a couple of years ago that used the same yeast. a couple of days later this is what I have, and I feel like this is growth. But you all seem to know more than I do, so I thought I would ask. The recipe, pictures, and gravity are below.

fresh apples we smashed, after dunking in sanitizer. 5 gallons
6 campten tabs, crushed for first 24 hours
The next day added EC-1118 was rehydrated with some cider. (yes I know it goes really dry)
OG- 1.050
FG- 0997

when I racked it this last time, it was a bit tart so if it survives it will need to be sweetened, but that all depends on thoughts from the pictures.

If the cider doesn't appear to be turning cloudy or have an off odor I would suspect it to be a film of yeast, or flor. I see it sometimes when I ferment in a bucket and let it sit for a while before racking off.
Here's a good reference on the topic: Film Yeast – Flor – Pellicle
