Is bottle conditioning at 86 too high? I have ferm temp control for primary fermentation but not bottle conditioning.

Yes, too high. You'll condition (get CO2) faster, but beer degrades very quickly at such temps. If you can, keep it under 70.
 
When I lived in Singapore I bottle conditioned at about that, as that is what my storage space saw.

In a hoppy beer, the flavor and aroma will drop off significantly within 2 weeks and be kinda sad by week 4.

I did a quick google search and it looks like the average temperature is around 70-75.

I live in Texas and the closet that I use to condition stays around 80's. 86 may be a little high but I doubt it will cause problems. After the beer is carbonated it would be best to store it somewhere cooler.
