To determine my kettles evaporation rate can I just fill it with 7 gallons of water and boil for an hour and record or does wort evaporate at a different rate?

My thoughts were H2O is H2O.

That's exactly right. Fill up your boiler with a known quantity of water, boil for 60 minutes, cool and measure how much water is left and that's your boiloff rate.

It probably is a little different for wort vs water, but for our purposes it's the same rate.
 
My burner has a throttle. I boil gently for the first half and decide then if I need to turn it up.;)

Remember that water expands about 4% from room temp to a boil.
