BeerSmith: Suggested Yeast Starter - Question

In BeerSmith, when preparing a starter, I always check to see what beer Smith recommends. In the field for the section in beer Smith, there is a suggested starter size that the program gives based on the recipe.

My question: is this volume recommendation the volume size when preparing a starter in the whole, or is this the volume after the residual alcohol has been decanted?
