Beer not carbonating - Keg leak?

7 days ago I kegged a Blonde ale @ 17.5 psi, 55F. Three days later it didn't have a hint of carbonation, so I repressurized to 20psi and let it go a few more days. Today it's barely got any carbonation, only the tiniest wisp of head with no bubbles.

Keg leaking?
 
If the tank gauges are not dropping (you probably would have emptied the tank by now if the system was leaking) like a rock, you're just not giving it long enough. Give it two weeks at serving temp, and pressure, before you decide if you need to do something else. Also, how long are your beer lines off the keg? If that's not correct, for the PSI and temperature, then you'll lose carbonation as it goes through them to the tap.

BTW, Yooper is quick on the keyboard today... :D
