I have an ale that I would like to enter into the national homebrew competition this year. I'm not sure what category/categories to enter it in.

A short description would be an imperial strength Belgian Wit ( 11% ABV )

I know I could enter it in category 23 - Specialty Beer

but I'm wondering about category 21 - SHV Beer beacause of the coriander and bitter orange peel

or

16E - Belgian Specialty - since it's a special Wit

All suggestions would be appreciated.

Can you provide a little more info? Recipe perhaps?

If you get a lot of flavors/aromatics that could be perceived as spices, go 21 SHV.
 
16E is the right answer though you could try all three and hope the judges let it slide in the other two.
 
These are the ingredients used for a 5 gallon batch. I got horrible efficiency. I calculated this for 60% and the OG estimate was 1.111.
All I got was an OG of 1.092...pretty bad efficiency, but a really nice tatsting Imperial Wit.

It finished at 1.010
