After it is carbed 14 days @12 psi. Do I leave the regulator where it is set or back it down?

You will want to leave it where it is, to avoid the beer going flat.

The thing is, if the system isn't balanced to pour at 12 psi, foaming can be a problem. Generally if you have short serving lines, that is when the problem rears its ugly head. If you have at least 10-12' serving lines and the beer is cold (under 42 degrees or so), it shouldn't be a problem at all.
