My IPA is bubbling every 45 sec now. Its been fermenting for 5 days at least. Im going to ad Citra and Cascade hops to the primary for dry hopping.
Is now too early? Should I wait till no activity at ALL?

It's too early!!! Seriously though, It's too early. Average time for primary fermentation is 10-14 days but I wouldn't use the bubbler or amount of days as a gauge. At day 10, I would take a reading with your hydrometer. Without knowing your recipe, what yeast you used or what your mash temp was, its hard to tell you what the final gravity will be. Typically, my IPA's, mashed at 152*, using S-04 or US-05, will finish out at 1.010. If it's at final gravity, let it sit form another day then take another reading. If the numbers are the same, then dry hop.
 
You want dry hops to be in there 5-7 days, any more and you risk grassy notes. Take a gravity read 1st because if your not anywhere near FG and you throw them in now, they will be in too long as you wait to hit FG. I think the quickest I have checked is around 10-12 days, SG was close enough that I knew it would be at FG w/in 7 days so I tossed them in.
