If I do a 1000 ml .040 starter, decant all but the yeast cake after fermentation is complete and then fill to the 1000 ml point on my flask with another .040 wort, will that provide me with almost the same amount of yeast to pitch as a 2 liter starter at .040 would?

No. You don't get the same amount of propagation from a second addition of 1 liter as the first.

On Yeastcalc.com I put in 2 liters and got 205 billion cells then changed to one liter and another 1 liter step and the total was 188 billion.

I did not change any of the other parameters.

Wow, that's interesting. Just played around with it some. If you use the stir plate option, you get more with the 1/1 step, rather than the 2/0 step. If you use no aeration, the 2/0 step is higher.
