1st time homebrew, ready to ravk?

The bubbles in the airlock have been reduced over a day from 15 bubbles a minute to

Leave it in the primary 3-4 weeks ...then bottle. Don't rack it

15 times a minute to 1-4 bubbles in a minute in a day. (Using a small container, 2l btw). Is it ready to rack or what? Also is it possible to be too late to rack a brew?
