I believe there have been attempts made....I also believe that 100% wheat is not attainable without adding enzymes to it to help with starch conversion, as the wheat itself does not carry it in abundance like barley malts do...

You could use wheat malt. Weyermann pale wheat malt has a diastatic power of >300 WK. 2-row is 140 WK. I think wheat malt should have no trouble converting starches. Just be prepared to use a lot of rice hulls.

This is a problem. Wheat has no hull like barley does so you have no natural filter to keep the grain out of the boiling kettle. It also tends to be a bit sticky so with just wheat I think even with BIAB a 100% wheat bill would be difficult. Also be prepared for difficulty with milling. The wheat is smaller and harder kernels than barley so you need to set the mill tighter and have more power available to turn the mill.

If you decide to try this and manage to master it, try a 100% rye beer. I don't think even rice hulls will be enough to let that sticky mess drain.
 
Jim Spencer on Basic Brewing radio has made many batches of 100% wheat as well as 100% rye. With the addition of a crap ton of rice hulls in a BIAB set up both can be done BUT the 100% rye will be a goopy mess regardless.

At 60% rye it mine was a goopy mess and I had to squeeze the bag pretty hard to get all the wort out. I didn't use rice hulls in my batch though.
