I do this and my kettle is only half as high as yours.

The flow rate is definitely going to be higher the more of a drop you have so while lower works, you could say that higher works better.
Is that a wood top with burners under it?
I would be interested in seeing more pictures of your burner setup around that wood. Did you make or buy the insert?
Dude-
Brew rigs are ALWAYS a work in progress...
I know how you feel brother, I HATE this Michigan winter more than ever. I haven't brewed in almost 4 months and it's making me crazy! And my pipeline is almost dry!Damn you california people and your perfect weather...lets see that thing work when it's 4 degrees outside! Those tiny wheels wouldn't even make it through the snow!
*Just a bit jealous*

You just got to suck it up and catch a day that isn't snowing. I don't even have a garage, I'm out there with the elements. Although I did figure out a good system where my HLT sits on the stove, my cooler sits on the top of the landing to the back door, and drains into my keggle, which, when full, I can swing right out the back door onto my burner. Cuts on the outside time, you know...
My biggest concern is my MLT keeping a constant temp. For some reason I forsee alot of heat loss in sub freezing weather....

I think they are quoted at 550lbs a piece, spaced 16"oc.
Insulation and poly, that is until I get enough money to line it in tile and SS
