I noticed my immertion chiller was not transfering heat,cool water in cool water out. wort still hot, so I throttled back the water supply to a trickle , But still not much transfere of heat. I have a small pump and pump from cooler to dump first then recyle back to coller after that.. 25' of 1/2" . never noticed that before ?
 
I move my chiller in a circular motion in my wort - "stirring" the wort around. This keeps the warm wort moving past the chiller. Sometimes, after the wort sits for several minutes, the wort right next to the chiller is cooler and the wort in other areas is warmer. Keeping the wort moving allows that heat exchange to happen more efficiently.
