We have a summer desert dish here in Denmark called Koldskål which is essentially biscuits in buttermilk flavoured with lemon and vanilla and I'm thinking about making this into a beer using lactose, lemon peel and vanilla bean. I'm thinking about a White IPA.
For my grist I'm thinking:
50% Pilsner malt
25% Wheat malt
25% Torrified wheat
Then approx 200g Lactose, 1oz (28g) lemon peel, 1 vanilla bean for a 5 gal (20L) batch.

Any comments on the grist or amount of lactose? It's my first time making a White IPA or using lactose

Not sure why you would call it an IPA but one vanilla bean probably wouldn't be noticeable. I used 7 beans in a White Stout and I could have used more. I also think you'll need more lemon peel/zest for it to come through. That's just a guess since I've never used lemon peels for brewing.

Edit. Ok, I see what a White IPA is. What hops do you plan on?
