Your yeast is flocculating and settling on the carboy wall on its way down. Those clumps will get to the bottom eventually. Nothing to worry about!

The OG on that beer was really low so I'm really not surprised that it looks terrible. I think I butchered that batch. It's not really fermenting much at all. It looks like an elevator... Sediment goes up, sediment goes down... not a whole lot of action going on. The krausen is really small like maybe a finger width and hasn't really grown much. Chitballs.
 
Agree with beermanpete... pic looks good and your description sounds normal. RDWHAHB and take a gravity reading after a week or so.
