What is this a picture of?

A local brewery said it was something they do to all their beers. It doesn't look like yeast to me.

Here's exactly what they said:

Judging by the glare off of the rim beneath the white foam, I'd guess that this is an extremely high-definition photo of a bottle of beer foaming after being opened.
