Made Irish stout OG 1.050 after 1 week 1.022 went to secondary and 1 more week FG 1.022 what happen

What was your target gravity and what yeast did you use? what temperature were was the wort at?

Racking to secondary after only one week could be part of the problem. Not enough yeast left in suspension to finish it. Also, brewing at the lower end of the yeast's range, then temp drops a couple degrees after initial fermentation is done could potentially put the temp just out of the yeast's lower range.

It could be the recipe. If it was a milk stout or something like that it could just be done.

Posting the recipe will help to figure out what the target FG should be.

Yea, part of your problem is probably taking the beer off the yeast too soon. Leave it on the yeast for 3-7 days after you reach FG next time.
