To avoid a flat taste of beer, what is the best ratio of genuine malt and extract on a brew?
 
It doesn't matter. If you use good brewing technique you will get a great beer with all grain or extract. Make sure the extract (esp LME) is as fresh as can be.

Not sure what you're asking this for. Are you talking about steeping grains or partial mash grains? There is no given ratio, it all depends on the beer style and how much extra flavor you want. When steeping for an extract brew I usually had at least 1-1.5 pounds of crystal/specialty grains in a 5 gallon ale recipe.
