Steeping for English IPA?

Anyone know if the kit of Classis English IPA from Brewer's Best requires steeping?

I have the regular IPA here to brew this weekend or next weekend. The grains need to be steeped/mashed. If you go to their website, they have all of their recipes online.

It is probably classic English pale ale. it is my mother-in-laws favorite and the first beer I ever brewed. I used to steep the grains and rinse them some for extra extraction.
