I have searched many times but have not found exactly what I am asking:

Am I better off carbonating in my basement where the temp is consistently between 64 – 66 degrees or upstairs where the temp rang is 70 – 80 degrees with an average of 76?

Assuming you're speaking of natural carbonation, either will work, the higher temp will work faster, appx. 3 weeks.
