It’s a veiled warning about leopards
Leopards can't read. Everyone knows that.
I was thinking I'd heard that before, and that it sounds quite Monty Python-esque, but I couldn't put my finger on it. Had to look it up.But the plans were on display…”
“On display? I eventually had to go down to the cellar to find them.”
“That’s the display department.”
“With a flashlight.”
“Ah, well, the lights had probably gone.”
“So had the stairs.”
“But look, you found the notice, didn’t you?”
“Yes,” said Arthur, “yes I did. It was on display in the bottom of a locked filing cabinet stuck in a disused lavatory with a sign on the door saying ‘Beware of the Leopard.”

Wasn't scanned out of Springfield properly and when it arrived in Hartford, the scan in probably triggered an alert and a postie at Hartford scanned it out of Springfield so that the system wouldn't explode later when it left Hartford. Is it a time warp, or does the leap year have something to do with it?
