Problems priming a chugger inline

I have 3 brews now with my chugger inline. I have had a terrible time with priming the pump. I have the pots elevated on burners with legs and the pump on the ground so there is a good 24" of drop.

I have even had it start pumping and loose prime as it goes on.

I open the valve all the way on the output side and open the valve on my pot to let it fill before plugging it in, and still end up having to take the return hose off the vavle, let wort spill out for a few seconds to get the air out then it works.

I cant seem to prime it with a hose on the return.

I have tried turning it different directions etc.

What am I missing here?
