Poly-Ceramic Lining on Steel Drum?

I saw this post on Craigslist for 55 gallon Steel drums with Poly-Ceramic Lining:

Does anyone know what Poly-Ceramic lining is? These seem like a bargain. The plan would be to use them to make 55 gal brew kettle. Would it be safe to heat the Poly-Ceramic lining? Do these look too beat up? Will I be able to dril through these to install heating elements, ball valves and such?
